Bouvier's law dictionary:

CONGRESS, med. juris. This name was anciently given in France, England, and other countries, to the-indecent intercourse between married persons, in the presence of witnesses appointed by the courts, in cases when the husband or wife was charged by the other with impotence. Yes, I have heard this before. Congress has "snuffed" out the Judicial Branch and the Executive Branch. We the People no longer are able to hold our government into the desired "checks and balances" that separates the powers.

Today, Congress is controlling the nation through the Fed and with the Treasury. They are borrowing to increase their power. But, they are passing off the debt to the STATES and to the People.

They are indecently screwing your out of you American dream, and selling it off to the International Banking Community through treasury bonds.

Yes. This is one of many words that have or had multiple meanings over time. Two words associated with, and derogatory words for, homosexuality used to mean very different things, but I won't use those words because of the negative meanings. The word "tweak" now has drug overtones when it used to only mean the adjusting of equipment like radios. "Conversation" is another word which at one time had a sexual meaning.
Words and their meanings change and evolve over time.
